City of Lockhart Elections

After spending more than two decades serving the constituents of District 2 and serving as Mayor-Pro for the City of Lockhart, I am announcing today that these next few months will be my last in the office as I have decided not run for re-election in the Nov. 2 general election. It’s been a great honor and learning experience for which I shall be forever grateful.
I am thankful by the outpouring of support and encouragement I have received from so many people and especially my family and while many have urged me to run for re-election, I believe this is the right time to leave after all these years of community service and I feel good about all of my accomplishments.
This is not an easy decision but one with which I am comfortable with. As the end of my term approaches and with the up-coming changes with work and my family, I will not be able to devote the time I believe necessary for me to be an effective council member and Mayor Pro-Tem. While I will miss working for the neighborhood and for the people of Lockhart as a whole, I am excited about future opportunities and remain committed to building the future of our city.

I sincerely hope that I have made a difference in someone’s life and the quality of our neighborhoods.

My farewell good bye

Thank you very much Mayor.


I have so much to be thankful for.

I want to thank all of my supporters; donors; staff, friends and most of all to my family, who is always there to support me.

I want to thank the Lord Jesus Christ for the opportunity he has given me to serve this community.

It certainly has been an honor, I feel so fortunate and blessed.

Second, I want to thank my family, especially my wife Gloria, for all of their support thru all the difficulties.

I want to thank all of my supporters in District 2. Unbelievable, it’s amazing!!

For 26 years, they supported me repeatedly, but I feel it is the right thing to do.

I want to take this time to thank the City of Lockhart staff and employees. It was like a second family to me after so many years. Thanks so much.

I also want to thank all of the individuals that serve under many of my committees. Some that have served my entire tenure. Wish them the best of luck!!!

And last, but certainly not least, I want to thank all of the councilmembers that serve with me and supported me. I met some wonderful people.

From Mayor Maxine Goodman, my first Mayor to Mayor John Allred who appointed me to beome his Mayor Pro-Tem and I served in that capacity for 15 yrs.

It has been a wonderful experience!!

I want to congratulate the new elected officials and wish them well.

I came in as a humble person and expect to leave the same way.

I am just grateful for the trust that my constituents place on me and I hope I did not disappoint them.

As your president, it is indeed an honor for me to forward this letter to our membership. As president of the Association of Hispanic Municipal Officials (AHMO) of Texas, I accepted the challenge and appreciate the opportunity to reaffirm the commitment of our association to advance the opportunities for Hispanic issues throughout Texas and beyond.

Hispanics made personal sacrifice to protect their heritage and pave the way for generations to follow; unfortunately, Hispanic Americans still face significant economic, educational, and civil disparities. That is why I want to invite you to join the Association of Hispanic Municipal Officials (AHMO). Our organization needs you. Please join us in our journey to promote the Hispanic leadership in Texas! Stay involved and help us grow the membership and encourage others to join. We hope we can count in the near future on your support of our activities.

Communities, neighbors celebrate safety

For the 24th year, people across America will unite on Tuesday evening, Aug. 7, to take a stand against drugs and crime in their neighborhoods and communities. Nearly 20 families, community service organizations and neighborhood watch programs across Caldwell County have joined forces with the Lockhart Police Department and the Caldwell County Sheriff's Office to make this year's National Night Out one of the best in Caldwell County History. "One of the best deterrents to crime is a close-knit community where the neighbors know each other and interact," wrote Lockhart's Mayor Pro Tem Frank Estrada in a written statement early this week. "National Night Out helps to strengthen communities by bringing neighbors together and by promoting cooperation between law enforcement officers and the communities they serve. "This year, in an effort to enhance that cooperation, Sheriff Daniel Law enlisted the service of Community Liaison Deputy Bob Carroll to organize National Night Out gatherings in the rural areas of Caldwell County.At press time on Wednesday, nearly every neighborhood and community in northern Caldwell County and in Lockhart was represented by individuals or groups planning get-togethers.

Texas Community Development Block Grant Program - 2007/2008


The Governor's Capital Area Regional Review Committee was created as a voluntary, unincorporated association by the Governor of Texas. The committee's primary purpose is to assist the Governor, in conjunction with the Office of Rural Community Affairs, in reviewing funding applications submitted in State Planning Region 12 under the Texas Community Development Program.

The Capital Area Regional Review Committee, which Mayor Pro-Tem Frank Estrada has been a member since 1985, ranked the City of Lockhart 1st in the recent application funding out of 32 applicants.
